'Integrity in action: maintaining trust in a complex world' panel discussion
Integrity Week will be officially opened by Professor Deborah Terry AC, Vice-Chancellor and President, UQ, followed by the keynote event—a panel discussion that aims to explore how governance, ethical leadership, social license, and institutional resilience intersect with compliance pressures, and how these shape trust in higher education.

As UQ navigates increasing financial and governance pressures, how can we ensure that integrity remains central to our decision-making, while also fulfilling the Queensland Commitment, sustaining our social licence to operate, and meeting the diverse expectations placed on a modern university?
Facilitator:
Professor Tyler Okimoto is a Professor and Associate Dean (Academic) for the Faculty of Business, Economics & Law at UQ. His research interests include Understanding ethical “grey areas” and Justice repair – understanding and reconciling diverse ideas about what is required to do “justice” in the aftermath of a transgression.
Panel members:
Professor Debbie Terry AC is Vice-Chancellor and President of UQ. Professor Terry is a highly experienced leader in the Australian university sector – and an internationally recognised scholar in psychology. She is a Fellow and past President of the Academy of Social Sciences in Australia, and an appointed member of the Australian Research Council Advisory Council. She currently serves on the Boards of AARNET and Westpac Scholars, and she is also a member of the Universitas 21 Executive Committee – and previously served as Chair of the Board of Universities Australia. She was appointed a Companion of the Order of Australia (AC) in January 2024 for “eminent service to tertiary education as an institutional leader and academic, to the strengthening of higher education through collaboration and innovation, and to the community”.
Professor Mark Blows is the Provost and Senior Vice-President at UQ. After serving for 7 years as the Head of the School of Biological Sciences, he became Pro-Vice-Chancellor (Research) in 2017. He was appointed Deputy Vice-Chancellor and Vice-President (Research and Innovation) in 2022 before becoming Provost in 2024. As Provost, he is responsible for building the University’s academic capability and embedding a performance culture in support of UQ's strategic objectives.
Linda Waugh is the Integrity Commissioner for the state of Queensland. Ms Waugh was previously the Merit Protection Commissioner for the Australian Public Service and Parliamentary Service. She has prior experience as Victorian Assistant Ombudsman and New South Wales Deputy Ombudsman and other roles in risk services and corruption prevention, education and research. Mikaeli Costello is UQ’s Chief Community Engagement Officer, leading a portfolio encompassing alumni engagement, donor relations, community engagement, events and annual giving. She steers engagement strategy for UQ’s 365,000+ strong domestic and international alumni community, offering our graduates opportunities to grow, connect and create change beyond their years of study. She also drives best practice in community engagement across UQ as a core pillar of The Queensland Commitment, including through the Community Engagement Community of Practice (CECOP).
